What would be your strategy for maintaining public order in a neighborhood without a police presence?

I feel that a regulated militia of citizens to fight crime in a non-police area would work. I feel that police must be a thing to maintain order.

to only allow people who won't cause trouble to live there. and make sure people have proper house security

Making sure that everyone is accounted for, no criminals, rules prehaps, etc.

Establishing social programs to curb poverty driven violence and a council within the city to deal with people who simply commit crimes for the sake of violence
